Why is Anne of Green Gables Blonde?

I don't understand how the publishers could have approved this. Anne has Red Hair not blonde and the books are set in the late 1800s not modern times. What were they thinking? I wonder if who ever signed off on this actually read the books because it doesn't seem like it to me. She looks more like an extra for "The Dukes of Hazzard" or for earlier seasons of "Smallville".

I understand that publishers want to update book covers to get new readers. It was just announced that the Harry Potter books will have new covers. But the difference between the cover for Harry Potter and Anne of Green Gables is that the Potter cover (for Sorcerer's Stone) actually goes with the book unlike the picture above for Anne.

It's horrible that they felt the need to make such a drastic change to the cover to something that doesn't even represent the books or the main character.
