Why did it take so long for Black Widow to get a movie?

Now that filming has begun on the Black Widow movie, I really want to know why it took so long for Black Widow to have a solo movie? Ever since Natasha Romanoff's first appearance in Iron Man 2, fans were asking Marvel for a Black Widow movie even more so after the Avengers and Captain America: The Winter Soldier movies.

But as more and more Marvel movies were being made, it felt like fans' interest in a Black Widow movie were being ignored. Which makes me wonder why the character is now getting a movie? At the moment, it feels like too little, too late especially since Natasha died in Avengers: Endgame. It's disappointing that we will not get a continuation of her story but at least we get this prequel movie which I guess is better than nothing.

Although, I am happy that Black Widow is finally getting a movie, I still wish she had a better ending than what she received in Avengers: Endgame. Hopefully, this upcoming movie will make up for her disappointing ending.
