My answer is Buck. He needs to be the one confessing to Eddie because in all Buck's previous relationships (Abigail "Abby" Clark, Ali Martin, Taylor Kelly and Natalia) he never started any of them. Each one of those ladies contacted him or asked him out and he just went along with it and ended up in relationships with minimum effort on his part.
This is why Buck should be the one to confess his feelings to Eddie to show that he took the initiative and made the effort to actually choose Eddie. It's funny because in their friendship, Buck already makes the effort or takes the initiative to help or be there when Eddie has a problem. No prompting needed. So, he can continue that and confess his love for Eddie and asked him out on a date.
As much as I would love for all of this to happen, the Showrunner and writers continue to put both Eddie and Buck in crappy disposable relationships with bland and boring characters. And I'm still disappointed that ABC and 9-1-1 continue to ignore fan complaints about the transphobic actress that's still on the show.
